For this reason, the European Forestry Commission formulated a quarantine treatment plan for imported wood packaging

in March, 2002, the International Plant Protection Convention (IPPC) published the international standard for phytosanitary measures No. 15 "guidelines for the management of wood packaging materials in international trade", which requires that the wood packaging used by the goods should be subject to pest control treatment before leaving the country, and be attached with special marks determined by IPPC. At present, the European Union, Canada, the United States, Australia and other countries have adopted the standard and will begin to implement it on March 1, 2005. More countries will adopt the international standard in the future. For wooden packages that do not meet international standards, the importing countries or regions will take measures such as pest control, destruction, and refusal of entry at the port of entry. In order to make the wooden packaging used for China's outbound goods comply with the quarantine regulations of the importing countries or regions and avoid economic losses, the export enterprises or agents using wooden packaging should pay attention to the following new inspection and quarantine requirements: 1. The wooden packaging of goods leaving the country on March 1, 2005 should be implemented in accordance with the new inspection and quarantine regulations. The specific time for the implementation of the international standard for wooden packaging (ISPM15) in relevant countries or regions is shown in Table 1

3. An enterprise that carries out disinfection and disinfestation treatment on wood packaging and applies for the qualification of applying for disinfection and disinfestation treatment and marking shall apply to the local inspection and quarantine institution

4. The mark adding enterprise shall obtain the qualification certificate before carrying out the pest elimination work. The inspection and quarantine institutions directly under the inspection and quarantine authority shall assess the heat treatment or fumigation treatment facilities, personnel and relevant quality management systems of the mark application enterprises. If they meet the requirements, they shall issue the qualification certificate for the mark application of disinfection and disinfestation treatment. Those who have not obtained the qualification certificate shall not be marked with disinfection and disinfestation treatment

5. The marking application enterprise shall report the plan of the wood packaging disinfection and disinfestation treatment to the local inspection and quarantine institution before the disinfection and disinfestation treatment. After the disinfection and disinfestation treatment, the marking application enterprise shall issue a report on the treatment results

6. The marking enterprise shall store the marked wooden packages separately, take necessary epidemic prevention measures to prevent the re infection of pests, establish the sales and use records of wooden packages, and write them off according to the requirements of the inspection and quarantine institution

7. Enterprises applying labels shall accept the daily supervision and inspection of entry-exit inspection and quarantine institutions

The new regulations require enterprises using wood packaging for exit to purchase from wood packaging disinfection and treatment enterprises (approved by the inspection and quarantine institutions), and no longer need to apply for inspection for exit, except for countries or regions that need special certificate requirements
